I am not certain, Debbie. I know during WW1 that limited movement was
allowed provided you had permission to go from the government. I have dozens
of letters from the Canadian immigration branch showing that hundreds of
military dependents were allowed to travel to the UK during the war. Perhaps
the same is true for WW2.

My family in Canada also had family members from Britain stay during the war
to be out of harms way.
