Exactly. A light box is what I used to preview negatives, transparencies, and
slides. This is what photographers and graphics people use for this purpose.
A large magnifying glass is also helpful.

The light box will let you see what is on the negative before you do the work
of scanning it or developing it. I scanned photos and negatives for 15 years
as part of my graphics business and I always found it slow and boring work.
The thought of scanning thousands of negatives (even hundreds) is ... well, I
sure wouldn't want to have to do it.

You can buy a light box at a photographic supply store or over the Internet.
A small one would do it.
