The best way to see what is on the negative is to get get a light box.

It is a box with lights in the bottom with glass on top. You just lay your
negatives on top and it brings out the forms in the negatives to see. Otherwise
to actually see the picture you have to have it developed.
I had a kids mickey mouse box one time that was for kids to trace pictures on
and it worked fine. Otherwise you will have to get the equipment to develope
the negatives.
