You didn't give a census year that you want searched. Have you tried finding
them still living with their parents in the 1880 census index at
www.familysearch.org so you have a state of birth for Sarah and an age / state of birth
for Frank? It would help to have more information.

Here are the Frank McGIVERNs listed in the 1930 index for all states.
There are none in Utah.
