The last sentence is incorrect. That can only happen if the CinC assigns
the entire state/territory to a department. Just as I assigned Minnesota to
the Department of Wisconsin when the camp formed in the Twin Cities and Alabama
to the Department of Tennessee when that camp the lone camp (at that time)
requested to be part of the Dept. of Tennessee. I agreed with the request but
still had to issue a GO to make it so. Please see Chapter II, Article I of
the Regulations for the process and the necessary approvals.
