Ernie,
There is no master list of which veteran owned which badge. I hit it lucky because the G.A.R. Post my 2nd great granduncle belonged to recorded the numbers in the Post journals. I don't know how common that practice was. I know the Post in the town which I live did not record the numbers.
George Kane has a booklet on the membership badges which can help you identify the year in which the badge was produced. The date is based upon the badge type and the letter in the "number". Example:
Type IV
Number M27072
Years 1881-82 (CinC George S. Merrill)
131,900 Members at Time of Issue
Also, the Posts would purchase a supply of badges and distribute them as new members joined. Using the above badge, it doesn't mean the badge was issued to a member during 1881-82, it could have been issued in 1883 or later.
