I agree with you, but I think some of the confusion was caused by the G.A.R. In the later years they were recognizing all of the buried veterans through the use of their G.A.R. flag holders at nonmember graves. I know in my town there are more Post 175 flag holders then members that I've been able to document belonging to the Post.
Come to think of it, I've never seen a really old "Veteran 1861-1865" flag holder. Wonder when those started to be used.
Doesn't this hold true for veterans being buried in G.A.R. cemetery lots as well? Not all were members of the G.A.R.
BTW: In Lancaster we have a G.A.R. lot in which one soldier is buried, and he was a member of the local post.
