Let's get all the dates right:
Under VOC control -- 4 April 1652 to 16 September 1795
First British military occupation of the Cape -- 1795 to 1 March 1803
Handed over to the Batavian Republic (the VOC had ceased to exist) -- 1803
to 18 January 1806
Second British military occupation -- 1806 to 13 August 1814, when, under
the terms of the London Convention, the Dutch government acknowledged the
British right to the Cape, & the Cape formally became a British colony.
There's a full chronology of the transition between 1795 & 1814 on p.237 of
Elphick & Giliomee "The Shaping of South African Society 1652-1820"
(Longman, 1979).
A useful pre-1820s source is "British Residents at the Cape 1795-1819.
Biographical Records of 4 800 Pioneers", Peter Philip (David Philip, 1981).
I've come across several instances of early arrivals who moved on to the
Eastern Cape after 1820.

In reply to who decided on Stamouers. Just the following:
If you read Andre van Rensburg introduction on his webpage then you
will realise that he used a given period. It is from 1652 to 1806, the
beginning of the second second British occupation of the Cape. So also
included in this time grouping is several English settlers who arrived
in the Cape prior to 1806.
