Nowadays application for name change has to be made to the Dept. of Home
Affairs. (Previously this was called Dept. of Inland Affairs).
Applications are submitted at a regional office and are forwarded to
Pretoria headoffice.
Application for information on a name change would probably follow the same
route.
Foreigners who enquiry / apply, can do so by post, and submit their queries
directly to Pretoria.
I don't know how it would have worked in the early part of the century, but
in order to get an identity document, one needs a birth certificate. If
the name on the birth certificate is different to the name on the identity
document being applied for, one would need suitable documentation about the
name change. I am pretty sure there will be some reference to it at Dept.
of Home Affairs.
There is usually a minimal charge for providing copies of any documents
(R30-R70 depending on the document type).
This is the same way we apply for copies of marriage/birth/death
certificates. It takes a long time, and is often unsuccessful if you don't
include almost all the details. It is worth doing though.
