My "American Heritage Dictionary" defines First Generation:
1. Persons who have left one country and settled in another;
2. Persons whose parents are immigrants.
Take your choice. I have always used definition 2: A "first generation"
person is one born in a country different than the country either parent was
born in.

That's how I understand it.
On the USA list, they came to the conclusion that they regard the stamvader
/ immigrant as the first generation in America.
