I have been following this discussion with interest, and have a few comments.
Has anyone from GISA been following this? After all, it was the list of their
books that started the discussion. It would be wonderful if they would
contribute material from their collection to such a project.
What I would like to see is both images of the original pages, plus searchable
text (or at least an index).
Finally, consider the advent of "Publish on Demand" which, if you live in the
USA, is coming soon to a bookstore near you. The idea is that you order a
book, it is downloaded, printed, and bound at the store, and you get it the
next day. This, it is claimed, will greatly increase the number of books "in
print".
It is not too hard to imagine the next step: Individuals and small
organizations (like GISA) can use POD as a service, if the books are available
in an appropriate digital form, to sell books to you and me.
I am continually amazed at how the internet has revolutionized what we do.
