The town clerk is usually the highest salaried official of the municipal
government, and in effect runs the town, reporting to the elected councilloers
and mayor. The town clerk has to see that the decisions of the town council are
carried out, and in smaller towns is often the town treasurer as well.

If Vanderbijlpark kept municipal archives, you might find his signature on
various documents, but I don't think you would find too much in a directory.
