Hi Sharon,

It sounds like the people you requested birth
certificates for may have been born recently (like
since 1900). I know that to protect privacy, many
states will not release birth certificates for those
who are still living. This is probably why they
requested proof of death. I would think that an obit
would do if you really wanted to get the birth
certificate without ordering the death certificate
