I have a Harris family also that were Quaker and may have come from PA before removing to VA. This is some records collected by a cousin of mine and records of mine also in my research. This is a compiled effort in determing where Samuel Harris, Sr and wife Esther were before Prince William County, Virginia which Fairfax and Loudoun counties were formed from.
Hopefully the Quaker records might lead somewhere.

Samuel Harris, grantee, "of Fairfax" purchased land in Northern Neck, Prince William County, Virginia. Dated 21 April 1742. Description: 640 ac. beginning at the corner of Joseph Dixon, on North Fork of Beaverdam Branch of Goose Creek, surveyed by Amos Janney. (Northern Neck Land Grants, Book E, 1736-1742, p. 454 --reel 291)
(NOTE Loudoun Co. was formed out of Fairfax in 1757, and Fairfax, from Prince William Co. in 1742.)
Samuel Harris witnessed a lease by Harmon Cox to Richard Dunkin, dated 14 July 1748. (B1-355/356)
Samuel Harris, Jr., planter, and wife Mary, to Samuel Dunkin , planter, leased 100 acres. dated 18 July 1748. wit. George Grogg, David Harris, Jos. McGooh.
"Samuel S. Harriss" and "Estor Harriss" signed a deed or receipt dated 21 June 1748 for L20 received for realeastate sold to Samuel Harriss, Junr. Wit. George Grogg, Samuel Dunkin, Richard Dunkin, proved 19 July 1748. (Fairfax Co. Deed Book B1-355/356)
Indenture dated 8th June 1758 between Samuel Harriss and David Harriss of Loudoun County and William West of same county. At a court 13th June 1758. (Loudoun Co. Deed Book A, pp. 152-155)
Samuel Harris, Sr. died before 14 March 1764. He left a will, dated 4 January 1757, probated 14 March 1764. (Loudoun Co., VA will book A, page 103)
Children mentioned: David, Joseph, Samuel, William, Ann Harris.
Witnessess: William West, Jr., Ann West and Elender Garner.
Samuel Harris had been an early member of Hopewell MM, VA. In 1744 when Fairfax MM was created, dividing the Hopewell and Fairfax boundaries along the Blue Ridge, the Friends in that locale west of the Blue Ridge of which were largely members of Fairfax and Monoquesy Preparatory Meetings. Samuel Harris was named a temporary overseer (along with Jacob Janney) of the Fairfax Men's Meeting, 26th, 4th month (June) 1745.
(Records of Hopewell MM, and Fairfax MM, VA, prior to 1734, were kept by Nottingham MM, (Cecil Co., MD) and New Garden MM, (Chester CO., PA). A fire in 1759 destroyed early marriage books and all but one birth and death book for Hopewell MM. Certificates of transfer to northern VA in the early to mid 1700s were commonly presented to Nottingham MM or New Garden MM.)
