My nearest university library, UT @ Knoxville, does not have the printed PA archives but I'm still anxiously checking other libraries in Tennessee. To your knowledge, is there a preferred library in PA that would be open to communication in this matter?

The printed Pennsylvania Archives, 3rd series, Vol. 17, has a tax list for people in Lancaster County in the 1770s and 1780s. I'd check that list to see if the name Wise is listed. There are also lists of warrantees (people who bought land from the Penns) in the third series, that might help. Even though he was a Quaker he could be listed in the Class lists for the revolutionary war. They included everyone who was eligible for the draft (over 18), a Quaker would probably pay a fine later rather than serve. They are in the printed Pa. Archives, 5th series, Vol. 7 (for Lancaster County).
To find the printed Pa. Archives, check any library in Pa. or check a University library near you, they sometimes had the printed Pa. Archives in their history collection.
There was a Friends Meeting in Lancaster beginning in 1743, it closed in 1802, the records could be part of Sadsbury Monthly Meeting (eastern Lancaster County), but I'm not sure.
