According to the NYS archive literature, these are town records.

For those new to the list, I have been posting, county by county, all
the holdings that the NYS Archives have in Albany with the reel number
of the film. All can be accessed through the Inter-Library Loan service
at you nearest local library.

If you joined the list in the middle, you can find previous postings in
the list's archives.
