I don't know about this specific church, but the records "should" be at the Illinois Conference. There are several ways to access the Archivist. One is through www.umc, click on archives, go to Illinois, then on the Illinois Conference (the state has more than one Conference). If you are lucky, there will be an email address. At the worst, a snail mail adddress and phone number. In some cases, Conference records are now in boxes and hard to get at, for budgetary reasons. So you may have to pay for a search. And not all churches sent their records in when they closed. It is also possible that the church in Lincoln merged with another nearby church and their records went to that church. The District Office should have known that, but it would depend on the person you talked to, given the time that's passed. The Conference should have that information. Keep trying.
