Amy suggests, and compare them to the money and budget of the Maryland
Archives.

Pretty complex. Mostly this would entail not comparing apples and oranges
and kumquats, as the roles and missions are as variable as the States.
Some are primarily historical, others are more diverse. Some double up
with State Libraries and others don't. Some operate under laws that the
counties maintain original records, others are centralized. And, of
course, some States are bigger or older or richer and some are smaller or
newer or poorer.

Whatever a comparison would show (and there certainly are mutual lessons to
be learned for anyone in roughly similar enterprises), it wouldn't be easy
to figure out what to do with it. Too many variables. The better emphasis
of inquiry is what one wants the specific facility to do, and judge
regularly how well it's doing it.
