One way I've found of getting volunteers is to monitor the mailing list
for the county (if there is one). If I see a person offering to help
with specific topics, I send private email asking if he/she will join,
giving the URL of the page containing the existing volunteers, and also
saying that the name can be removed if the number of requests gets to be
too great.
