After viewing this marriage in MONROE COUNTY MARRIAGE RECORDS 1882-1920,
I'd be more inclined to think that Curtis and Laura filled out an
application outside the county and were married in Monroe County. Or
perhaps you are right, that it was an oversight in omitting the marriage
applicaton. At any rate, others who married in 1890 had to make
application (see Ben F. Hodges who married Laura E. Ridge on Mary 30,
1890), so if they applied for their license in Monroe, that document should
exist.

I found the following information in the published abstracts of the 1900
MONROE COUNTY CENSUS (see Salt Creek Township, Dwelling number 23):
Charlie Hillenburg, age 30
Alice Hillenburg, age 24
Alonzo Hillenburg, age 8
Liston Hillenburg, age 7
Sarah Jane Hillenburg, age 4
Elihu Hillenburg, age 2
Based upon my review of subsequent census record, Charlie appears to be
William Curtis Hillenburg. And the fact that Alice is only 24 in 1900
suggests that she was only about 14 at the time of her marriage in
1890. So maybe the marriage was a quiet affair with the license applied
for out of county.
In the published abstracts of the MONROE COUNTY CENSUS for 1910, I find
Alice as head of household (see Perry Township, page 596, household #128):
Alice Hellenburg, age 33
Alonzo Hellenburg, age 19
Lester Hellenburg, age 16
Sarah J. Hellenburg, age 14
Earl Hellenburg, age 9
Vovia Hellenburg, age 6
Robert Hellenburg, age 2
Elihu, who was 2 in 1900, is not noted which suggests he may have died
between 1900-1910. Earl, Vovia and Robert have all been born since the
previous census. The three oldest children noted with Alice in 1910 seem
consistent with the three oldest children noted with Charlie and Alice in
1900.
By the way, the published abstracts of the 1900, 1910 and 1920 MONROE
COUNTY CENSUS are available from the Monroe County Historical
Society. They are key sources for anyone doing Monroe County research. I
highly suggest you add them to your library. The society now accepts
Mastercard and Visa sales. You can order at 812-355-5588.
The only Earl Hillenburg (or spelling variant) that I saw in published
abstracts of the 1920 MONROE COUNTY CENSUS was a 1-year-old enumerated in
the household of Edd Hillenburg. There was no Hillenburg named Alice, one
Lora M., age 25, who was enumerated with Zelotis C. Hillenburg, and one
Charley Hillenberg, age 40, who was enumerated with his wife, Laura, age
25. The only real possiblity I see here is Charley and Laura, but the
abstract seems to exclude the family based upon age. Before I did that,
however, I would first want to compare the information against the
information in the abstract against that in original (see Bloomington
Township, Precinct 8, household number 96).
