When I was last time in Budapest I had to wait for several days until the
certain document in which I was interested was made available for research
[bureaucracy!] and I never complain about this because you have the same
problem everywhere [including in USA / at FHL].
When I was in Germany, and studied a book from the XVI century, the
librarian was all the time beside me. I was even asked to writhe only with
their pencil and I did not complained.
The regulations in Romania changed at the end 2007 and now you will receive
the records on spot [and you do not need an earlier approval from Bucuresti
for research anymore] and you can make copies by yourself with a
photo-camera [there are some fees involved in this].
BTW, Romania in not the only country in Europe / World which did not permit
to the Mormons [an american sect without any important for Romania] to film
their archives.
