I think this question might be most easily answered correctly by the US State
Department (which runs consular offices). You could start at their web site
-- it may have an answer. It will have phone numbers, and email contacts as
well. You could also search the web (www.google.com) using appropriate terms,
and probably find the answer under "citizenship requirements" or similar (like
citizen born outside USA).
