I agree that they didn't seem to verify thoroughly an individual's identity.
My husband's grandfather emigrated under the name of Jozsef Takats, but his
real identity was Jozsef Kapinya. I found this out from his naturalization
papers. I learned from my mother-in-law that his village of Nak had a quota
that could emigrate within a certain time period. Somehow, he was able to
take Jozsef Takats place in that quota of individuals.
