The US Postal service sells International Reply Coupons that is good in
almost any country for return air mail. I've had good luck with them.
They are economical and easy to get and it is easy to use in Europe.

For what it's worth, my mother, who does a lot of
genealogy work in Germany, periodically gets a supply
of 10DM bills. These are what she sends through the
mail (in a regular envelope) to pay for copying,
postage, etc.

As for Romania, you can't buy lei in the U.S., so I
would say it's a toss-up whether DM or $US would be
more welcome (or maybe neither) If anyone is seriously
interested, I correspond with two people in Romania,
and can put the question to them.
