Marlo,

On the map for Szatmar megye at
http://lazarus.elte.hu/hun/maps/1910/szatmar.jpg Tisztaberek is a few km
directly north of Szatmar-Nemeti. According to ShtetlSeeker
(http://www.jewishgen.org/ShtetlSeeker/loctown.htm) it's still in Hungary,
in the little corner where Hungary, Romania, and Ukraine all meet.
