A couple of suggestions to get the size of your file down:
You might want to lower the resolution on your tif file before converting
it to jpeg. The resolution of the picture should depend on how the file is
going to be used and by what equipment. If you are sending black and white
photos, the resolution can be as low as 72 dpi and still look attractive on
most monitors.
You might also want to reduce the size of the photo if it's a large one.
If it's a color photograph, it's going to be HUGE. Unless it's important
(say for printing for hard copy publication), you could either reduce the
number of colors or send it in black and white.
All of this was learned the hard way. The first black and white picture I
scanned was a 9 x 12 very detailed photograph of my g-uncle's family
harvesting hop plants in Oklahoma in the 1890s. I scanned it in full size
and used the PhotoShop defaults. The picture was 16M!
