Subject: Congestion of the brain?

Hi all,
Just joined the list. I am curious about "Congestion of the brain" given
as cause of death at inquests of two sibling children at Eaglehawk in
Victorian Goldfields area. One male died in 1862 aged 2 days, and one
female died in 1863 aged 3yrs and 4months. So far I only have access to
the Index, not the full inquest record. Judging by ref. numbers, the boy
died late in the year 1862 and the girl perhaps three months into 1863, so
not close enough to be something highly infectious. A website of ancient
medical terms gives "congestion" as accumulation of blood or other fluid.
I can make one or two guesses, but would be grateful for suggestions from
someone more expert in the area.
