Places you could look would be in the offices of the county surveyor,
the register of deeds, the deptartment of planning and zoning.

If there were any railroads of any kind then, the railroads keep
magnificent hand drawn survey records of railroad land and mines (e.g.
coal) that were served by the railroads (e.g. in western part of state).

After a subdivision was laid out (the surveyors job), as plots were sold
off, they would have to have the deeds recorded. Quiteoften the
subdivision plot plan was attached as part of the deed.

Henry Chapman, (a/k/a Johnny Appleseed) was such a developer/land
speculator. As he went around surveying new towns, he planted apple
trees there, figuring it would take about 5 yrs for the plots to get
sold and turn into real towns/communities, but each family would
want/need an appletree and in 5 yrs time when they got there, the trees
would be fruit bearing. Many of the apple trees in VA, WVA, MD PA and
Ohio were a result of his forsight in laying out new towns.
