Hi, I'm having trouble finding him in 1900 or 1920, but I found a draft card and 1930 census info so here it is if that helps at all.

draft card info:
Charles David Stegall, living in Platter? Bryan county Okla, age 36, dob June 9th 1882, white, native born, farmer, nearest relative is Della Stegall, short, medium build, gray eyes, light hair.
It looks like he just made an x, his mark, so may have been illiterate.

1930 census:
District 6, Precinct 2, Robertson county, Texas:
Stegall Charles, head, rents, 47, married at 26, AL, AL, AL, farmer
- Della, wife, 36, married at 16, AL, AL, AL
- Bennie, son, 20, TX
- Ollie, daughter, 18, TX
- Susie, daughter, 16, TX
- Earline, daughter, 9, TX
