Subject: Translation advice for 1554 Queen Mary document (Latin) NEEDED !

Hello,

I have had a document in my possession for some time for which I have
never been able to translate. I am given to understand by the source
(who died in the last century) that it is of some interest- although
he did not say what that might be! All I can tell is that it was given
by "Dona Maria" in St. Heliers (Jersey?) in 1554 and that it somehow
pertains to the PAYN family (hence my interest in it).

Can anyone recommend someone that would be able to translate this for
me? I have called on several "translation services" but they all tell
me the same thing- "we cannot translate that item. Our focus is Latin
for legal purposes." I guess Latin, like English, has seen its changes
since 1554 :-}

I believe that this document was given to the PAYN family of Jersey by
the Queen to assist them *in some way* to establish their family
descent. The document was found in a book entitled, "An Armorial of
Jersey- being an account, Heraldic and Antiquarian, of the Chief
Native Families, with pedigrees, Bibliographical Notices, and
Illustrative Data; to which are added A Bried History of Heraldry, and
Remarks on the Medieval Antiquities of the Island." by J. Bertrand
Payne; member De L 'Institut Histories De France, Fellow of the
Genealogical and Historical Society of Great Britain; Honorary member
of the Society of Antiquaries of Normandy; and corresponding member to
the Genealogical and Historical Society of New England.

It continues, "With Plates of Arms, and Seals, from designs by the
Author, original or copied from the best existing examples.
The date is given as: MDCCCLX. It was a subscribers private issue and
bears a shield with 3 lions rampant (I guess you would say- the right
forepaw is raised).

however. Otherwise, this is how it appears in the book:
