Possibly, but that depends which Charles IV you mean. Could he be:

Charles IV, King of France (1294-1328), or
Charles I/IV, Holy Roman Emperor, King of Bohemia (1316-1378), or
Charles IV, Duke of Lorraine (1604-1675), or
Charles IV Theodore, Elector of the Palatinate (1724-1799), or
Charles IV, King of Spain (1747-1819), or

some other Charles IV not on this list?
