Checking the pre-1956 *National Union Catalog*, vol. 215, p. 114, at the
top of column 3, this publication is stated to be housed at the following
libraries, none in the states you mentioned:
ICN Newberry Library, Chicago, Ill
DLC Library of Congress, Washington, DC
ICU University of Chicago, Chicago, Ill
NN New York Public Library, New York, NY
MHi Massachusetts Historical Society, Boston, Mass
MiU University of Michigan, Ann Arbor, Mich
MB Boston Public Library, Boston, Mass
Whether all (or any) of these libraries still have the "Annual Report" in
their collections, I have no idea. There are other libraries (such as the
New England Historic Genealogical Society in Boston and the LDS library in
Salt Lake City) which have never reported their contents to the National
Union Catalog, so the "Annual Report" is probably available elsewhere as
well.
