This is not the answer you were after, but it is extremely unlikely that
the surname Stiff had anything to do with a Jute chieftain. Surnames did
begin to be used in England until at least the eleventh century, so you
have a 500 year gap to fill.
As to the chieftain, you should first try the Anglo-Saxon Chronicle and
Bede's Eclesiastical History. For the Jutes in general, try any reference
on Anglo-Saxon England, or a competant history of Kent which covers this
period.
