First figure out how much it will cost you to produce and mail paper copies in addition to any other overhead you want to include (such as
maintenance on equipment, etc.) and divide it by the number of copies you expect to produce for each issue.

I produced one on an irregular basis for about 2 1/2 years -- and learned as I went on. (*Very* expensive and *very* painful.)

I do strongly suggest that you also mail copies -- and you may have to do this without anything in return -- to such places as major genealogical research libraries, magazines (especially Everton's) and archives in your geographic area of interest. (This did get me a subscriptions from individuals, btw.) Include the FHL in Salt Lake City. This way, someone will have a record of your work.

Unless you will be mailing at least 200 copies of EACH issue, there is no way you will be able to distribute paper copies by other than first class mail. (Okay, there is such a thing as fax, but not everyone has one, and, even if they do, faxing over a computer really requires a minimum of fourteen point type (big). And faxing may end up being more expensive that first class mail, unless *everyone* is a local phone call away: it's rare to be able to fax at more than 9600 bps, which is a fraction of the speed of transmitting by e-mail.)
