There are several considerations in changing the format --
If you have a bulk mailing permit, there are some other considerations: If
you're using the cardstock covers, that would mean it wasn't folded, and
that puts it into a different class of mail.
If you're sending it first class or library rate, weight is the only
consideration.
As far as the cost of producing the newsletter, it depends on how you are
printing it. Do you do it
yourself or do you send it out?
11x17 looks nicer, in my opinion. But if you're sending it to a copy shop,
you have to watch the price --
does one 11x17 double sided copy cost more than twice the cost of an 8.5x11
copy. The cost of
the paper itself would be a little more expensive, but not enough to make
that much of a difference.
I'd suggest making up one copy of each "style" and check the cost of
postage. And remember,
postage is going up!
