Subject: Best Reference Tools?

Just noticed how antiquated my reference books are--I mean the ones which
are used for citing bibliographic entries and footnotes. I'm in the market
for a new one, preferably under $25, and was wondering what the folks on
this list used for citing sources. What's the best one for editors?
