Most Mapquest users don't use Mapquest by itself--they use it in conjunction
with Internet white pages phone books and other info that first identifies
your general location. Then Mapquest can draw us a map rigth to your doorstep.

You keep referring to your state laws as if they are above federal
laws--which they are not. State law can only apply to matters involving state records.
For instance, if your state law protects the privact of motor vehicle
information and vital records established within the state so be it -- but it can't
apply to federal records and other data that is not state oriented. The other
Joan could explain this better than I can--but states can only govern
statewide--their jurisdiction doesn't extend beyond that and can't supersede federal
law.
