I am amazed that Gordon Evans has been bothered to keep a reply from little old me since last July, but yes I do think that he is right about that being the main reason why Lancs BMD doesn't have the pre-1875 Marriages in it's index yet.
When I was talking to a member of the Liverpool Register Office staff, some year or two ago, they confirmed that the 1875 - 1930 marriages were computerised as part of a project, but that when the funding for this project ran out, they were obliged to stop adding any further records into this particular system. So it has remained static for a long time now.
This also explains why some applications (to Liverpool Registrars) for marriage certificates are processed so much more quickly than others.
