A couple of possibilities.
1) The census was originally written incorrectly
2) The census was transcribed incorrectly.
The way to prove that is to get hold of the film/fiche with
the census page.
3) They lied about their age to get married, though 18/21 seems
extreme.
4) The people in the census are not the people in the marriage
certificate? How have you verified the information?
