As others have mentioned, Flensburg is just south of the present Danish-German border, and well worth a visit. It really is a nice place (So is the rural areas around it).

The text is in German, which is most likely why you have a problem with it.

Tochter 3. ehe means daughter of 3rd marriage and Sohn 4. Ehe means Son of 4th marriage.

Zum Amte Flensburg I'm not sure about, but it may mean something like Doing service (Working) in Flensburg or someone is serving under Flensburg. It looks like the father is a preacher, so he may serve under a church/office in Flensburg.

Or the info could have been passed on to an office in Flensburg (Don't know why).
