In the NY Public Library Catalog I found the following book by your relative:

Legislacion del Impuesto del timbre en la Isla de Cuba by Antonio J. de
Arazoza, Habana, La Propaganda Literaria, 1890.

Unfortunately this book is in the reference collection which does not
circulate but perhaps on your next visit to NY you can see if the book has
any biographical notes about the author.
