Hi,
Sorry but, you can not write directly to the civil registers in Cuba and
get any help, becasue they consider it agains tthe law to send documents
tot he US and because they are not going to work for free and right now it
is stil ilegal to send money to Cuba. The only way to have that done is if
you kneo some one there that is willling to do the work for you.
