The mail delivery system in Cuba is very inadequate. But this can be said
about a lot of other countries too. I would say the mail delivery system in
Venezuela is far worse. Sending mail to relatives or agencies in Cuba may or
may not reach it's destination. Over the past year I have sent mail to
Archivo Nacional de Cuba, some cemetaries, and some civil registries and I got
zero responses so far. That is why I am planning a trip to Gibara and Las
Tunas Oriente (the province of my ancestors) sometime in 1999.
As for mail being intercepted and opened before reaching it's destination in
Cuba, well, you can't just pont your finger at Cuba in this case either. That
is something very common in many countries. I even saw a program on 60
minutes, or 20-20 (or one of those) where hidden cameras in Post Offices here
in the United Sates showed it happening HERE!!! Employees were opening and
trashing mail, especially around the Holidays in December.
