I do not have the BCG manual in front of me at the moment and cannot answer all your questions. But I can answer some. First, you are not required to use your own or a related family for the 3/4 compiled family history requirement. So, there is no intended or unintended discrimination. If your own family lines are not suitable, for whatever reasons, there are many others waiting to be documented that are suitable.
If you are using one of your own family lines for the requirement, then you do not have to go back as far the 17th century to find the progenitors. In my own case, I am in my mid-50s. My grandfather was born in the late 1880s. He is the 4th generation of the 3/4 requirement. His great-grandfather would be the progenitor of the 3/4 requirement, and he was born in 1773.
So, it is completely doable depending on which family you choose.
