Right! If we consider the Internet a "virtual" repository, then its
materials, by virtue of their boundless distribution, are publications. But
*real* repositories--like the FHL, NARA, state archives, and
brick-and-mortar libraries everywhere--typically have mixed types: some of
it published, some of it not.
FHL has many publications, not only books by everybody but also CDs it has
published itself (such as the 1880 U. S. census transcriptions) and
microfilms such as those published by NARA or the city-directory film
publications by Research Publications of Woodbridge, Connecticut. It's the
film produced by GSU and deposited at the FHL that is for preservation
purposes and should not be treated as publications because, as Donn says

For those who may be confused by "how to tell the difference between this
and that" when they use a roll of film, it's usually a matter of looking at
the first few frames on the film. Most published film has the equivalent of
a book's title page, a frame that states the publication facts. GSU film
(for preservation purposes) also identifies itself as GSU film.
And, of course, when we cite these films, we note the difference between
published and nonpublished through one simple convention: If the film is
published, we put the exact title in italics. If it's film for preservation
purposes only (like GSU copies of courthouse books and church registers), we
don't use italics.
