The Heritage Quest Research Library site (www.hqrl.com) includes the Spring 2003 newsletter, which has an article on Copyright, taken from Donna Potter Phillips' Family History Center memorandum, Feb 1990, which states that a library can make copies if
1. only one copy is made
2. copy is made "without any purpose of commercial advantage"
3. copy is made only for "private study, scholarship, or research"
4. [for example] one article from a periodical, or no more than 5-10% of book.

One of my books is listed; I have no problem if they stick to the above rules.
