Everything that was on the 4th floor is now on the ground floor. The
library from the 2nd floor is also on the ground floor. The document
reading room and bulk copying rooms are the still on the 2nd floor,
but the bulk copying room has moved to the opposite end of the
building. The cafeteria is still in the basement, but it too has moved.

As for procedure, military records are ordered on the ground floor
and viewed on the 2nd floor.
