Suzanne,
Basically, the indexes and the manifests have the same information.
If the passenger came directly from theship in a sealed train to dross the
border, then the manifest was completed [should have been complete] at the
port of embarkation, before or at the time of boarding the ship. The forms
were required by the American government.
If however, the immigrant had lived in Canada and did not come directly from
Europe to the United States, the border card may well have been completed
first and then the manifest-- some of the ones I've seen sure look that way. I
have found the cards to be easier to read than trying to follow the line
across the manifest pages. Having said that, if both are available, then I
would look at both to ensure that you have gleaned all possible information.
Sometimes there is a blank on one and not on the other.
I will once again remind the list that these two publications are not all that
is available. there are also the Detroit lists M1478 and M1479, as well as a
number of recently turned over border crossing cards (without manifests)from
many of the same ports for which the St. Albans lists are incomplete. See the
NARA web site for the list.
