Listed below are the input techniques I suggested in my first message. If
you have some better ideas about how to interact with the web site, I'd like
to hear about them.

1. [Manual] Enter the information on a web site and requesting generation
of an identifier.

2. [Automatic] Submit a GEDCOM file to the web site and request identifiers
for all qualified individuals in the file. (This might require some degree
of user interaction when individuals already in the registry seem to match
individuals in the file.)

3. [Programmatic] Access a "web service" using a custom program (only
meaningful to software developers).

Notes:
"identifier" = globally unique identifier
"qualified" = individuals having a first name, last name, birth date and
birth place

I suppose I also need to provide a way to synchronize two GEDCOM files using
the pre-assigned identifiers. If your genealogy program doesn't have
built-in support for numbering, it probably can't do synchronization either.

The service I'm proposing *could* generate identifiers without saving the
name and birth data for the individuals. However, I feel it would be useful
to keep this the data for supplemental purposes. Because the information
would be publicly accessible, I had recommended limiting the repository to
people born prior to 1900. Other security concerns welcomed!

For your personal database, you could certainly use SSNs for some people and
global identifiers for others, although I might not be able to perform
synchronization for individuals using SSNs. For security reasons, my web
site couldn't store SSNs (I realize you haven't asked for this).

Please let me know which data input technique you think is best.

Jerry, I've been reading the debate about your proposal, and I think it
sounds not only useful, but simple enough to side-step the objections some
folks have been raising. I think I would prefer to use the SSN for those
few folks in my database who had one assigned, but for all the rest of
them, your proposed site sounds like it is worth doing the data input
work.

What sort of data input system are you considering? Just an online form,
or some way to extract the info from GEDCOMs?
