I don't know the exact criteria that were
used for Italians to America, but as far as
"completeness" is concerned, I do have a very
strong opinion. Certainly, always check the easy
lookups first; the person you want might be
there. But, I find it hard to believe that, in
ANY project of that magnitude, no matter how well
done and carefully checked, not a single name was
skipped accidentally. So, if you really need to
find a record, and there is no trace of it where
you hoped to find it, you need to go back to the
original records. (Of course, they probably
skipped a few names, too, but sadly there is
nothing we can do about that.)
